AN ACT concerning

Department of Licensing and Regulation —
Consumer Representatives

FOR the purpose of providing consumer representation on
all boards, commissions, and councils within the
State Department of Licensing and Regulation.

BY adding to

Article 41 — Governor—Executive and Administrative
Departments

Section 221A(c), (d) , and (e)

Annotated Code of Maryland

{1971 Replacement Volume and 1973 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 221A(c), (d), and (e) be and
[[it is]] they are hereby added to Article 41 -
Governor—Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1973 Supplement) to read as follows:

Article 41 — Governor—Executive and
Administrative Departments

221A.

(C) EVERY BOARD, COMMISSION, AND COUNCIL, WHETHER
REGULATORY OR ADVISORY, WITHIN THE DEPARTMENT OF
LICENSING AND REGULATION SHALL INCLUDE AS A MEMBER ONE OR
MORE CONSUMER REPRESENTATIVES. FOR THE PURPOSES OF THIS
SUBSECTION, A CONSUMER REPRESENTATIVE SHALL BE A MEMBER
OF THE GENERAL PUBLIC WHO IS NOT A LICENSEE OR
[[OTHERWISE]] SUBJECT TO REGULATION AND HAS NOT WITHIN
THE YEAR PRIOR TO APPOINTMENT HAD ANY FINANCIAL INTEREST
IN OR COMPENSATION FROM ANY INDIVIDUAL, ASSOCIATION,
UNINCORPORATED ASSOCIATION, CORPORATION, OR ANY OTHER
ENTITY SUBJECT TO LICENSING OR REGULATION BY THE BOARD,
COMMISSION, OS COUNCIL ON WHICH THAT PERSON IS SERVING OR
WILL SERVE. IF EXISTING BOARDS, COMMISSIONS, AND
COUNCILS DO NOT INCLUDE CONSUMER REPRESENTATIVES AS
DEFINED IN THIS SUBSECTION ON JULY 1, 1974, APPOINTMENTS
MADE THEREAFTER, WHETHER BY THE GOVERNOR OR THE
SECRETARY, SHALL ADD ONE OR MORE CONSUMER REPRESENTATIVES
