making or otherwise in connection with any loan of
[fifteen hundred dollars ($1,500) [[$5,000]] $3,500 or
less shall, for the purposes of regulation of this
article, be deemed "charged," except commissions received
as an insurance agent or broker licensed by the State
Insurance commissioner of Maryland on insurance written
as permitted under this article, provided that [such] THE
insurance is not sold at unlawful rates.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 206 be and it is hereby added to Article 11 -
Banks and Trust Companies, of the Annotated Code of
Maryland {1968 Replacement Volume and 1973 Supplement) to
read as follows:

Article 11 — Banks and Trust. Companies
206.

IN THE GRANT OR DENIAL OF LOANS UNDER THIS ARTICLE
MO LICENSEE SHALL DISCRIMINATE BETWEEN BORROWERS OR LOAN
APPLICANTS, IF THE ONLY BASIS FOR THE DISCRIMINATION IS
RACE, COLOR, CREED, NATIONAL ORIGIN, SEX, OR MARITAL
STATUS.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 19 74.

AN ACT concerning

Baltimore City — Carnivals, Bazaars, Raffles

FOR the purpose of allowing raffles held in Baltimore
City to award prizes up to any amount, either in
cash or merchandise, or both; and [[removing the]]
providing a limit on the number of raffles the
organizations in Baltimore City may hold.

BY repealing and re—enacting, with amendments.
