of Maryland (1968 Edition) be and they are hereby
repealed:
SECTION 2. AND BE IT FURTHER ENACTED, That Sections
2, 98, 225 and 269 of the Public Local Laws of Kent
County being Article 15 of the Code of Public Local Laws
of Maryland (1968 Edition) be and they are hereby
repealed and re—enacted, with amendments, to read as
follows:
Article 15
2.
The County Commissioners of Kent County shall, on or
before January 1 each year, appoint a certified public
accountant to audit the accounts, vouchers, books and
papers of the Board of County Commissioners, Treasurer,
Board of School Commissioners and Treasurer [thereof the
Trial Magistrates and Substitute Magistrate] and the
Sheriff of Kent County for each year. The accountant
shall be paid for his services [such] THE compensation
[as] the County Commissioners [may] certify as being just
and adequate, [such] THIS compensation IS to be paid by
the [said] County Commissioners.
98.
It shall be unlawful for any person, persons,
association or organization of any kind whatsoever to
hold any camp meeting or bush meeting within the limits
of Talbot, Caroline, Dorchester, Somerset, Kent and
Worcester counties without first making application in
writing at least fifteen days prior to the date of
beginning of such camp meeting or bush meeting, and
obtaining a permit therefor from the County Commissioners
of the respective counties for the holding of [such] THE
camp meeting or bush meeting therein. [Such] THE
application for a permit[, as aforesaid,] shall be
accompanied by a petition in writing, signed by at least
[twenty-five] 25 taxpayers, each of whom shall reside
within three miles of the place where such camp meeting
or bush meeting is to be held, and such petition shall
have annexed thereto as a part thereof an affidavit to
the effect that each of the [said] petitioners are bona
fide taxpayers and of their residences within three miles
of [said] THE place of [such] THIS proposed meeting.
Whenever the County Commissioners of any of the
respective counties shall have any reasonable grounds for
believing that any lawlessness or disorder will occur, at
[said] THE camp meeting or bush meeting, they shall
refuse to grant [such] THE permit, and if, after issuing
