this Act shall be held unconstitutional by any court of
competent jurisdiction such unconstitutionality shall not
affect the validity of the remaining parts of this Act or
of any other section thereof.
SECTION 7. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1974.

AN ACT concerning
Harford County — Alcoholic Beverages
FOR the purpose of providing that in Harford County,
holders of a club license may purchase a special
Sunday "on—sale only" license upon the payment of an
additional fee; changing the time period required
for a restaurant to be in operation in order to
qualify for a class B on—sale alcoholic beverage
license in Harford County; removing the monthly
filing requirements for certain receipts; providing
for the elimination of [[residency and]] voter
registration requirements for alcoholic beverage
licenses in Harford County; providing that in
Harford County a holder of an alcoholic beverage
license is entitled to the unearned portion of the
annual fee if the license is voluntarily
surrendered; and that Sunday licenses shall be
issued on a pro—rata basis; providing that in
Harford County, it is lawful for a member of a club
which is licensed for beer, wine, and liquor to
possess and consume alcoholic beverages under
certain circumstances; providing that the County
Council of Harford County may increase the salary of
the Liquor Control Board of Harford County; and
clarifying the language therein.
BY repealing and re—enacting, with amendments.
