2540                                               LAWS OF MARYLAND                         [Ch. 733

Licensing and Regulation and with the advice and consent
of the Senate of Maryland. Three of the [regular]
members shall be representatives of employee
organizations; three shall be representatives of
employers[.] AND ONE SHALL BE APPOINTED FROM THE GENERAL
PUBLIC. [The Commissioner of Labor shall serve ex officio
and shall vote only in case of a tie vote. ] ONE MEMBER
SHALL BE APPOINTED AS CHAIRMAN BY THE GOVERNOR, WITH THE
ADVICE OF THE SECRETARY OF LICENSING AND REGULATION, AND
SERVE AS CHAIRMAN AT THE PLEASURE OF THE GOVERNOR. The
State Director of Vocational Education and the State
Supervisor of the Bureau of Apprenticeship and Training,
U.S. Department of Labor, shall serve as consultants to
the Council, without vote. The Governor, with the
advice of the Secretary of Licensing and Regulation, is
authorized to appoint [not to exceed] UP TO three
additional consultants to the Council from the public at
large.

(b) [The regular members of the Council shall be
appointed as follows: Two of the original regular members
shall be appointed for a term of one year, two tor a term
of two years, and two for a term of three years; except
that expiration dates of all terms shall be on June 30 of
the appropriate year. After the initial terms here
provided, all] ALL appointments [to] AS MEMBERS OF the
Council shall be for terms of four years.

52.

The members of the Council shall receive [no
salaries, but shall be paid travel allowances.] PER DIEM
COMPENSATION AS PROVIDED IN THE STATE BUDGET FOR EACH DAY
ACTUALLY ENGAGED IN THE DISCHARGE OF THEIR OFFICIAL
DUTIES AS WELL AS REIMBURSEMENT FOR ALL NECESSARY AND
PROPER EXPENSES. THE COUNCIL SHALL OPERATE UNDER THE
ADMINISTRATIVE DIRECTION OF THE COMMISSIONER OF LABOR.
[The Council shall operate under the administrative
direction of the Commissioner of Labor. The Council
shall elect annually, one of its members as chairman.
The chairmanship shall rotate—one year a labor
representative shall be chairman, the next year, an
employer member shall be chairman.] The director of
apprenticeship and training shall act as secretary.

53.

(A) The duties of the Council shall be to:

(1)   Determine the apprenticeability of trades
in the State of Maryland;

(2)    Encourage the establishment of local
apprenticeship committees where such committees are
