member to the Council and removing the Commissioner
as an ex officio member, revising the method of
appointing the chairman of the Council, deleting an
obsolete provision relating to the initial terms of
members of the Council, providing for per diem
allowances and expenses for members of the Council,
increasing the duties of the Council, requiring
approval by the Council of certain apprenticeship
and on—the-job training programs and establishing
the procedure for such approval, prohibiting the
operation of certain such programs without approval
by the Council, providing penalties for violations
thereof, repealing the requirement of approval over
such programs by the State Board of Education and
the State Superintendent of Schools, and generally
relating to the Apprenticeship and Training Council
and to apprenticeship and on—the—job training
programs.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 51, 52, and 53 of Article 89 -
Department of Labor and Industry, of the Annotated Code
of Maryland (1969 Replacement Volume and 1973 Supplement)
be and they are hereby repealed and re—enacted, with
amendments, to read as follows:

(a) The Apprenticeship and Training Council, hereby
created as part of the [[Department of Licensing and
Regulation UNDER THE OFFICE OF THE COMMISSIONER OF LABOR
