SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections [[231N]] 231-N through
[[231X]] [[231Z]] 231-W, to be under the new subtitle
"22A Procurement of Architectural and Engineering
Services" be and they are hereby added to Article 41 —
Governor — Executive and Administrative Departments, of
the Annotated Code of Maryland (1971 Replacement Volume
and 1973 Supplement) to read as follows:

Article 41 — Governor — Executive
and Administrative Departments

22A PROCUREMENT OF ARCHITECTURAL AND
ENGINEERING SERVICES

231-N. [[MARYLAND]] PROFESSIONAL SERVICES EVALUATION
[[BOARD]] BOARDS.

(A) THERE [[IS A MARYLAND]] ARE TWO PROFESSIONAL
SERVICES EVALUATION [[BOARD.]] BOARDS AS FOLLOWS:

[[(B) THE BOARD CONSISTS OF SEVEN MEMBERS AS
FOLLOWS:

(1)    THE SECRETARY OF THE DEPARTMENT OF
GENERAL SERVICES OR HIS DESIGNEE;

(2)    THE SECRETARY OF THE DEPARTMENT OF
TRANSPORTATION OR HIS DESIGNEE;

(3)    FOUR PERSONS FROM THE GENERAL PUBLIC WHO
ARE RESIDENTS OF THE STATE APPOINTED BY THE GOVERNOR FOR
TERMS OF FOUR YEARS. NO MORE THAN TWO OF THE PUBLIC
MEMBERS MAY BE ARCHITECTS OR ENGINEERS;

(4)    ONE FLOATING MEMBER, WHO IS THE HEAD OF
THE USING AUTHORITY, AS DEFINED BY SECTION 231G OF THIS
ARTICLE OF THE CODE, OR HIS DESIGNEE WHICH IS PRESENTING
THE PROPOSAL TO THE BOARD FOR PROCURING ARCHITECTURAL OR
ENGINEERING SERVICES AND WHO SERVES FOR THE PURPOSES SET
FORTH IN SECTION 231-P.]]

(1) THE TRANSPORTATION PROFESSIONAL SERVICES
SELECTION BOARD IS A PART OF THE DEPARTMENT OF
TRANSPORTATION. IT CONSISTS OF FOUR PERMANENT MEMBERS
AND ONE FLOATING MEMBER AS FOLLOWS:

(I) THE SECRETARY OF TRANSPORTATION, OR HIS
DESIGNEE, IS AN EX OFFICIO MEMBER, AND HAS THE POWER TO

VOTE;

(II) ONE MEMBER SHALL BE CHOSEN BY THE
GOVERNOR, FROM__WITHIN THE DEPARTMENT OF TRANSPORTATION
