fide use of [his] A COMMERCIAL NET FISHING LICENSE TO SET
A GILL NET' DURING ANY ONE YEAR, OR OF ANY OTHER
COMMERCIAL NET FISHING license during any four
consecutive years, UNLESS THE FAILURE TO USE THE LICENSE

IS DUE TO CAUSES BEYOND THE CONTROL OF THE LICENSEE AND

IS APPROVED BY THE DEPARTMENT, the UNUSED license lapses
and may not be renewed.

(b) Gill Nets. —A commercial net fishing license
to set a gill net may be transferred only [[ [ ]]to the
widow, father, brother, sister, son, or daughter of the
licensee OR TO ANY PERSON WHO HAS EARNED A PART OF HIS

LIVELIHOOD BY FISHING EITHER FOR OR WITH A LICENSEE FOR

AT LEAST THREE MONTHS DURING THE YEAR IMMEDIATELY

PRECEDING THE TRANSFER OF THE LICENSE as provided in

subsection (a)[[ ] ]] WITH THE APPROVAL OF THE DEPARTMENT
[[AND PURSUANT TO [[WHATEVER REGULATIONS AS MAY BE
PRESCRIBED]] REGULATIONS ADOPTED BY THE DEPARTMENT]].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

Retail Credit Accounts — Billing Errors

FOR the purpose of permitting buyers to inquire as to the
computation of billing statements sent by the
sellers or holders of retail credit accounts and
establishing procedures therefor; creating certain
requirements for sellers or holders of retail credit
accounts upon receipt of such inquiry; and
establishing penalties for failure to comply with
such requirements.
