for higher education or [hospitals] HOSPITAL to refund
outstanding bonds, mortgages or advances issued. made or
given by such participating [[institutions]] INSTITUTION
for higher education or hospital for the construction of
a project;

(14)    To charge to and equitably apportion between
participating institutions for higher education and
hospitals its administrative costs and expenses incurred
in the exercise of the powers and duties conferred by
this article;

(15)    To accept any gifts or grants or loans of
funds or property or financial or other aid in any fora
from the federal government or any agency or
instrumentality thereof or from the State or any agency
or instrumentality thereof or from any other source,
provided that no hospital may use any moneys received as
a result of bonds, notes, or other obligations issued by
the Authority to [match] PROVIDE MATCHING funds required
[by] FOR any State loans or grants available for hospital
construction, expansion, or renovation, and to comply,
subject to the provisions of this article, with the terms
and conditions thereof;

(16)   Do all acts and things necessary or convenient
to carry out the powers expressly granted in this
article, provided, however, that in all matters
concerning the internal administrative functions of the
Authority the purchasing procedures of the State relating
to office space, supplies, facilities, materials,
equipment, and professional services shall be followed.

8.

When the principal of and interest on bonds of the
Authority issued to finance the cost of a particular
project or projects for a participating institution for
higher education or for a participating hospital,
including any refunding bonds issued to refund and
refinance such bonds, have been fully paid and retired,
or when adequate provision has been Bade to fully pay and
retire the same, and all other conditions of the
resolution or trust agreement authorizing and securing
the same have been satisfied and the lien of such
resolution or trust agreement has been released in
accordance with the provisions thereof, the Authority
shall promptly do such things and execute such deeds and
conveyances as are necessary and required to convey title
to such project or projects to such participating
[institutions] INSTITUTION for higher education or such
participating [hospitals] HOSPITAL, free and clear of all
liens and encumbrances, all to the extent that title to
such project or projects shall not, at the time, then be
