Educational Facilities Authority Act, making certain
additional policy declarations, defining bonds
issued by the Authority as including notes, amending
the definition of hospital, and relating generally
to said Act,

BY repealing and re—enacting, with amendments.

Article 43C - Maryland Health and Higher Educational

Facilities Authority
Sections 2, 3(b), 3(e), 3(f), 3(h), 3 (i) , 4 (a),

5(a), 8, 9,

11(d), 11(f), 14, 16, 17, and 18(a)
annotated Codes of Maryland
(1971 Replacement Volume and 1973 Supplement)

SECTION 1, BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 2, 3(b), 3(e) , 3(f), 3(h), 3(i),
4(a), 5(a), 8, 9, 11(d) , 11(f) , 14, 16, 17, and 18(a) of
Article 43C- Maryland Health and Higher Educational
Facilities Authority, of the Annotated Code of Maryland
(1971 Replacement Volume and 1973 Supplement) be and they
are hereby repealed and re—enacted, with amendments, to
read as follows:

Article 43C - Maryland Health and Higher Educational
Facilities Authority

2.

It is hereby declared that for the benefit of the
people of the State of Maryland, the increase of their
commerce, welfare and prosperity and the improvement of
their health and living conditions, it is essential that
this and future generations of youth be given the fullest
opportunity to learn and to develop their intellectual
and mental capacities; that it is essential that
institutions for higher education within the State be
provided with appropriate additional means to assist such
youths in achieving the required levels of learning and
development of their intellectual and mental capacities;
that it is essential that hospitals within the State be
provided with appropriate additional means to expand,
enlarge and establish [health care] hospitals and other
related HEALTH CASE facilities; THAT IT IS ESSENTIAL THAT
INSTITUTIONS FOR HIGHER EDUCATION AND HOSPITALS WITHIN
THE STATE BE ABLE TO FINANCE AND REFINANCE PROJECTS AT
THE LEAST COST TO THE USERS THEREOF; that existing
facilities for higher education and health care AND
EXISTING FINANCING VEHICLES AVAILABLE TO THE INSTITUTIONS
CONCERNED are insufficient to meet these needs and
[[the]] SUCH institutions [[concerned]] are not able with
