(2)  Dependent upon the public for support;

(3)  Without proper care and guardianship;

(4)  Unlawfully kept out of school;

(5)  Mentally handicapped; or

(6)   Found living in conditions endangering his
physical or mental well being.

(H)[(g)] "Judge" means a judge of the District Court
sitting for juvenile causes in Montgomery County.

(I)[(h)] "Mentally handicapped child" means a child
who is or may be:

(1)    Expected to be partially or          totally
incapacitated for education or remunerative   occupation
because of mental retardation or severe        emotional
disturbance;

(2)  A danger to himself or the person or property of
others due to severe emotional disturbance; or

(3)  Mentally retarded or mentally ill.

REVISOR'S NOTE: This section is renumbered to
conform with the Code Revision Commission's
style guidelines.

Before April [second] 2 of each year, the judges
shall prepare an annual report of the previous calendar
year, which shall include statistics indicating the
number and types of cases referred to the court during
the period and the disposition of those cases.

8-102.

(a)    When a litigant in a court of the state is
entitled to trial by a petit jury and when a person
accused of a criminal offense is presented to a grand
jury, the jury shall be selected at random from a fair
cross section of the citizens of [this] THE state who
