REVISOR'S NOTE: The phrase "but, not limited to" is
proposed for deletion as unnecessary as the
word "including" encompasses this concept.

(Z) [(aa)] "Shelter care" means the temporary care
of children in physically unrestricting facilities,
pending court disposition.

3-802.

(a) The purposes of this subtitle are:

(1)    To provide for the care,, protection, and
wholesome mental and physical development of children
coming within the provisions of this subtitle;

(2)    To remove from children committing delinquent
acts the taint of criminality and the consequences of
criminal behavior;

(3)   To provide for a program of CARE AND treatment,
training, and rehabilitation IN THE BEST INTERESTS OF THE
CHILD, consistent with the protection of the public
interest;

(4)    To place a child in a wholesome family
environment whenever possible;

(5)    To separate a child from his parents only when
necessary for his welfare or in the interest of public
safety;

(6)   To provide judicial procedures for carrying out
the provisions of this subtitle.

REVISOR'S NOTE; New language "in the best interests
of the child" is proposed to be added to
subsection (a)(3) on the recommendation of the
Juvenile Services Administration as a better
statement of the purposes of juvenile causes
law, even though this additional language did
not appear in Art. 26, §70 before it was
revised.

3-808.

The court does not have jurisdiction over:

(1) A child 14 years old or older alleged to have
done an act which, if committed by [an adult] A PERSON
WHO IS NOT A CHILD, would be a crime punishable by death
or life imprisonment, or an associated offense, unless an
