substantially similar definition to that of
"child" as provided in §3—801(e).
Accordingly, the definition of "child" is
amended to include a "minor".
(T) [(u)] "Neglected child" means a child who
requires the aid of the court; and either
(1) Has been abandoned or deserted by his parents,
guardian, or other custodian;
(2) Whose parent, guardian, or other custodian
legally responsible for his care does not adequately
supply his with food, clothing, shelter, education,
medical, or other remedial care recognized by state law
or other care or control although financially able, or
offered the financial means to do so; or
(3) Who suffers or is likely to suffer serious harm
from an improper home environment or guardianship,
including the lack of moral supervision or guidance of
his parents, guardian, or custodian.
(U) [(v)] "Party" means the child against whom a
complaint has been made, and his parent, guardian, or
custodian.
(V) [(w)] "Probation" means a status created by a
court order whereby a minor adjudicated a delinquent
child is to remain subject to supervision of the court or
an agency designated by the court, under conditions the
judge or the agency deems proper.
(W) [(x)] "Property" means property of the state,
any county, municipal corporation, or other political
subdivision of the state, or any of their units, or an
individual, receiver, trustee, guardian, executor,
administrator, fiduciary, or representative of any kind,
or any partnership, firm, association, public or private
corporation, or any other entity, including the federal
government and any of its agencies.
(X) [(y)] "Protective supervision" means a status
created by a court order in proceedings whereby a [minor}
CHILD is adjudicated[,]: (1) neglected, (2) dependent,
(3) in need of supervision, or (4) mentally handicapped.
(Y) [(z)] "Residual parental rights and
responsibilities" means those rights and responsibilities
remaining with the parent after the transfer of legal
custody or guardianship of the person, including [, but
not limited to,] the right to reasonable visitation,
consent to adoption, the right to determine the child's
religious affiliation, and the responsibility for
