said owner's last known post—office address, or if no
such address be known then by registered nail to said
owner in care of general delivery at the post office
serving the community in which said premises lie; the
said delivering or mailing of such order to be
accomplished within five days from the date of the
issuance of such order. And in the event it is
necessary to mail a copy of such order as aforesaid, the
officer mailing the same shall also, within five days
from the date of issuance of such order, post a true copy
thereof upon said premises in the manner above provided
for notice to occupants.

Provided, that every such order and copy thereof
shall contain a notice that compliance therewith shall be
required within a period of thirty days from the date of
issuance thereof, [of thirty days from the date of
issuance thereof,] [[SPECIFIED IN THE NOTICE,]] and also
that any person desiring to contest the validity of any
such order may enter an appeal from said order [to a
court of competent jurisdiction in the county where said
premises are located.] IN THE MANNER PRESCRIBED IN § 14
OF THIS ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning

City of Baltimore — General Powers

FOR the purpose of authorizing the Mayor and City Council
of Baltimore to apply to the Circuit Court of
Baltimore City for the appointment of a receiver
where property located within the City is owned by a
non-resident of the State and such nonresident owner
has failed to comply with [[violations of any
statute, ordinance or local law, civil or criminal]]
the City's Building or Housing Code; providing for
method of notification to the nonresident owner; and
providing for responsibilities of said receiver.
