the boundaries of Baltimore City, which buildings or
structures are to be used or occupied for residential
purposes, and for doing any and all things necessary,
proper or expedient in connection with or pertaining to
any or all of the matters or things hereinbefore
mentioned,
SECTION 4. AND BE IT FURTHER ENACTED, That the
power and authority vested in the Mayor and City Council
of Baltimore under the terms and provisions of this act
shall become operative upon the adoption of an amendment
adding new Article XI—H to the Constitution of Maryland
by the qualified voters of the State of Maryland at the
General Election to be held in November, 1974,
authorizing the Mayor and City Council of Baltimore to
sake, guarantee, or insure financial loans in connection
with residential property in Baltimore City.
SECTION 5. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety, and having been passed by a yea and
nay vote supported by three—fifths of the members elected
to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

AN ACT concerning
Nature Conservancy — Assistance by Department
of Natural Resources
FOR the purpose of requiring the Department of Natural
Resources to review and evaluate proposals submitted
by the Nature Conservancy and to advise the Governor
and the General Assembly of recommendations, and to
authorize the Secretary of Natural Resources to
enter into certain agreements with the Nature
Conservancy.
