with respect to the agency's budget [shall be] IS
applicable to fall agencies] EVERY AGENCY in the
executive, judicial, and legislative branches of
government notwithstanding any exemptions from the
provisions of this subtitle contained in § 244 (a) of
this subtitle.

246.

( (a) ] Each agency shall comply with the provisions
of § 9 of this article[, and any amendments thereto.
Each agency shall file forthwith with the clerk of the
Court of Appeals, with the Secretary of State, with the
State Library, with each of the libraries of the
respective circuit courts of the several counties and the
Supreme Bench of Baltimore City, with the Administrative,
Executive and Legislative Review Committee, and with the
Department of Legislative Reference certified copies of
all rules now in effect. The Secretary of state shall
keep a permanent register of such rules open to public
inspection] AND THE STATE DOCUMENTS LAW.

[(b) Each role hereafter adopted shall become
effective upon filing, unless a later date is required by
statute or specified in the rule.] A ROLE IS EFFECTIVE AS
PROVIDED IN THE STATE DOCUMENTS LAW, UNLESS OTHERWISE
PROVIDED BY LAW.

247.

[All agencies or] EVERY AGENCY, [departments]
DEPARTMENT, or other governmental [bodies] BODY or
[units] UNIT, quasi—governmental [bodies] BODY or [units]
UNIT having the authority or power to adopt or promulgate
[any] rules or regulations affecting any member (or
members] of the general public, shall prepare and provide
for the editing, publishing, compiling and indexing of
all [such] THE rules and regulations. The form and
manner of printing [of such] THE compilations and any
other details relating thereto shall be [first approved
by the office of the Secretary of State. Such agency or
agencies shall submit their final compilations to the
Secretary of State by the first day of January of each
and every year and shall make them available to the
general public at such reasonable cost as not to exceed
the cost of their publication. ] PURSUANT TO THE STATE
DOCUMENTS LAM.

Nothing in this section [shall apply] APPLIES to
[those agencies] AN AGENCY whose authority is limited to
the promulgation of rules and regulations affecting
[their own] ITS internal administration.
