SECTION 3. AND BE IT FURTHER ENACTED, That Section
6-105.2 of Article 66 1/2 - Vehicle Laws, of the
Annotated Code of Maryland (1970 Replacement Volume and
1973 Supplement) be and it is hereby repealed:

Article 66 1/2 — Vehicle Laws
[6-105.2.

Any person 15 years of age or older enrolled in a
licensed driver's school as provided in Part V of this
subtitle may operate a dual—controlled motor vehicle
without an instruction and examination license when that
person is under instruction and accompanied by an
instructor who holds a valid license under the provisions
of Part V of this subtitle. The Commissioner of Motor
Vehicles may accept a certificate as proof of the
applicant's knowledge of the traffic laws of the State
without further examination as to his knowledge.]

SECTION 4. AND BE IT FURTHER ENACTED, That new
Section 11 (b—1) be and it is hereby added to Article 94A
— Transportation, of the Annotated Code of Maryland (1969
Replacement Volume and 1973 Supplement) to read as
follows:

Article 94A — Transportation
11.

(B-1) THERE SHALL BE ESTABLISHED AND MAINTAINED WITHIN
THE TRANSPORTATION TRUST FUND A SPECIAL ACCOUNT TO BE
KNOWN AS THE DRIVER EDUCATION ACCOUNT. ALL FEES
COLLECTED FOR THE ISSUANCE, RENEWAL, AND CONVERSION OF
DRIVERS' LICENSES PURSUANT TO SECTIONS 6-111.1 (A) AND
6-111.1 (D) OF ARTICLE 66 1/2 SHALL BE DEPOSITED IN THE
TRANSPORTATION TRUST FUND. THESE FEES SHALL NOT BE
SUBJECT TO THE PROVISIONS OF SECTION 38A OF ARTICLE 89B.
THAT PART OF SUCH FEES NOT REQUIRED [[FOR THE ANNUAL DEBT
SERVICE ON OUTSTANDING BONDS TO WHICH THE TRANSPORTATION
TRUST FUND IS PLEDGED SHALL BE DEPOSITED IN THE DRIVER
EDUCATION ACCOUNT AND DISBURSED IN ACCORDANCE WITH AND
FOR THE PURPOSES SET FORTH IN SECTION 6-705 OF ARTICLE 66

1/2.]] BY ANY LAWFUL PLEDGE, COVENANT, DEDICATION OR

COMMITMENT FOR THE ANNUAL DEBT SERVICE ON BONDS REFERRED

TO HEREIN SHALL BE DEPOSITED IN THE DRIVER EDUCATION

ACCOUNT AND DISBURSED IN ACCORDANCE WITH AND FOR THE
PURPOSES SET FORTH IN SECTION 6-705 OF ARTICLE 66 1/2.

SECTION 5. AND BE IT FURTHER ENACTED, That all laws
or parts of laws, public general or public local,
inconsistent with this Act, are repealed to the extent of
the inconsistency.
