SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 6-701 through 6-706 to be
under the new subheading "Part VII. Driver Education
Program" be and they are hereby added to Article 66 1/2 -
Vehicle Laws, of the Annotated Code of Maryland (1970
Replacement Volume and 1973 Supplement) to read as
follows:

Article 66 1/2 - Vehicle Laws
PART V11. DRIVER EDUCATION PROGRAM
6-701.

(A)   THE DRIVER EDUCATION PROGRAM IS ESTABLISHED AS
A PART OF MARYLAND'S HIGHWAY SAFETY PROGRAM DESIGNED TO
AFFORD A COMPLETE PROGRAM OF DRIVER EDUCATION TO ELIGIBLE
INDIVIDUALS WHO HAVE REACHED THE AGE OF 15 YEARS BUT HAVE
NOT ATTAINED AGE 18.

(B)   THE COMPLETE PROGRAM SHALL BE AFFORDED TO
ELIGIBLE INDIVIDUALS PRIOR TO THEIR INITIAL LICENSING AGE
AND INITIAL PROGRAM ELIGIBILITY SHALL CONTINUE FOR THE
INDIVIDUAL UNTIL AGE 18 , SUBJECT TO SUCH REASONABLE

REGULATIONS ADOPTED PURSUANT TO SECTION 6-704(B) BASED

UPON THE CAPACITY OF THE SCHOOLS TO OFFER THE PROGRAM,

CONSIDERING THEIR ENROLLMENT, STAFF, AND FACILITIES. ONCE
ENROLLED, AN INDIVIDUAL SHALL CONTINUE TO BE CONSIDERED
ELIGIBLE UNTIL COURSE COMPLETION.

6—702. Definitions.

(A) Classroom instructor means an individual who
may conduct classroom, SIMULATION, MULTIPLE-CAR RANGE AND
BEHIND-THE-WHEEL (ON-ROAD)        INSTRUCTION IN A DRIVER
EDUCATION PROGRAM SANCTIONED BY EITHER THE STATE BOARD OF
EDUCATION OR THE MOTOR VEHICLE ADMINISTRATION.

(B)       LABORATORY INSTRUCTOR MEANS AN INDIVIDUAL WHO
MAY CONDUCT SIMULATION, MULTIPLE-CAR RANGE, AND
BEHIND-THE-WHEEL (ON-ROAD) INSTRUCTION IN A DRIVER
EDUCATION PROGRAM SANCTIONED BY EITHER THE STATE BOARD OF
EDUCATION OR THE MOTOR VEHICLE ADMINISTRATION.
