ballot labels to be used at this election the title of

this Act and underneath the title, on separate lines, a

square or box to the right of and opposite the words:

"Against Refineries" and a corresponding square or box to

the right of and opposite the words "For Refineries" so

that each voter of the county may designate his or her
decision for or against the provisions of this Act. If a

majority of the votes cast in the election are "Against

Refineries" the provisions of this Act shall become

effective on the 30th day following the official canvass

of votes for the referendum, but if a majority of the

votes cast in the election are "For Refineries" the

provisions of this Act shall be of no effect and null and
void.

SECTION [[2]] 3. AND BE IT FURTHER ENACTED, That
[[this Act]] [[shall take effect July 1, 1974]] [[is
hereby declared to be an emergency measure and necessary

for the immediate preservation of the public health and

safety and having been passed by a yea and nay vote

supported by three—fifths of all the members elected to

each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.]] subject

to the provisions of Section 2 herein and for the sole

purpose of providing for the referendum therein required,
this Act shall take effect on June 1, 1974.

Architects, Engineers, and Land Surveyors —
Code of Ethics and Discipline

FOR the purpose of adding a public member to the Maryland
Architectural Registration Board and the Board of
Registration for Professional Engineers and
Professional Land Surveyors [[for certain
purposes ]]; requiring those Boards to adopt a Code
of Ethics for the practice of architecture and

engineering and land surveying, respectively, and to

publish these rules in certain ways to certain

people; authorizing the Boards to take certain
disciplinary action against registrants for
violating the Code of Ethics or the State election
laws, for entering a plea of nolo contendere to
