SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 51(a) of Article 89 - Division of
Labor and Industry, of the Annotated Code of Maryland
(1969 Replacement Volume and 1973 Supplement) be and it
is hereby repealed and re—enacted, with amendments, to
read as follows:

51.

(a) The Apprenticeship and Training Council, hereby
created as part of the Department of Licensing and
Regulation, shall consist of [six] SEVEN regular members
and one ex officio member, all of whom shall be appointed
by the Governor of Maryland, with the advice of the
Secretary of Licensing and Regulation and with the advice
and consent of the Senate of Maryland. Three of the
regular members shall be representatives of employee
organizations; three shall be representatives of
employers. THE MEMBERSHIP OF THE COUNCIL SHALL INCLUDE
[[RACIAL OR OTHER MINORITY REPRESENTATIVES FROM THE
GENERAL PUBLIC.]] BLACK REPRESENTATION. CONSULTANTS TO
THE COUNCIL SHALL INCLUDE BLACK REPRESENTATION. The
