SECTION 2. AMD BE FURTHER ENACTED, That new Section
16(e) be and it is hereby added to the Public Local Laws
of St. Mary's County being Article 19 of the Code of
Public Local Laws of Maryland (1965 Edition and 1973
Supplement) to read as follows:

Article 19

16.

(E) EXCEPT AS OTHERWISE PROVIDED, NO ORDINANCE
SHALL BE ADOPTED BY THE COUNTY COMMISSIONERS UNTIL TEH
DAYS AFTER A PUBLIC HEARING HAS BEEN HELD ON THE PROPOSED
ORDINANCE. PRIOR NOTICE OF SUCH PUBLIC HEARING, TOGETHER
WITH A FAIR SUMMARY OF THE PROPOSED ORDINANCE, SHALL BE
PUBLISHED IN AT LEAST ONE NEWSPAPER OF GENERAL
CIRCULATION IN THE COUNTY ONCE EACH WEEK FOR THREE
SUCCESSIVE WEEKS. "ORDINANCE" MEANS A PERMANENT RULE OF
LAW ENACTED BY THE COUNTY COMMISSIONERS.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.
