REQUIRE ANY OTHER EMPLOYEE, WHETHER IN AN
EXEMPT OR NONEXEMPT POSITION, TO MAKE A
POLITICAL CONTRIBUTION.

[[(C) ALL POSITIONS, WHETHER OR NOT EXEMPT, WILL BE
FILLED ON THE BASIS OF MERIT BY THE
RESPONSIBLE STATE OFFICIALS.]]

[[(D)]] (B) NOTHING IN THIS ACT SHALL BE

INTERPRETED AS TO ABRIDGE THE CONSTITUTIONAL

RIGHT OF ANY CITIZEN TO VOLUNTARILY

PARTICIPATE IN THE POLITICAL PROCESS.

(C) POLITICAL CONTRIBUTIONS MEANS THE GIFT,

TRANSFER OR PROMISE OF A GIFT OR TRANSFER OF MONEY OR
OTHER THING OF VALUE TO ANY CANDIDATE OR HIS

PARTY OR PARTISAN ORGANIZATION, TO PROMOTE OR ASSIST IN
THE PROMOTION IN THE SUCCESS OR DEFEAT OF ANY CANDIDATE,

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

Court Costs — Appeals

FOR the purpose of providing that certain court costs
must be paid before any proceedings may be begun,
except in the case of [[an appeal from the Workmen's
Compensation Commission, and repealing all other
exceptions to this provision.]] certain specific

appeals, and repealing all other present__exceptions

to this cost provision, and clarifying the provision
regarding the waiver of costs by the proper court in
