AN ACT concerning
Vehicle Laws — Covering of Loads
FOR the purpose of providing the manner in which loose
materials shall be loaded and transported on certain
vehicles, providing that certain loads must be
covered under certain circumstances, and relating
generally to spilling loads.
BY repealing and re-enacting, with amendments.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 14-106(a) of Article 66 1/2 -
Vehicle Lavs, of the Annotated Code of Maryland (1970
Replacement Volume and 1973 Supplement) be and it is
hereby repealed and re—enacted, with amendments, to read
as follows:
Article 66 1/2 — Vehicle Laws
14-106.
(a) No MOTOR vehicle, TRAILER, OR SEMITRAILER shall
be driven or moved on any highway unless the vehicle is
constructed or loaded to prevent any of its load from
dropping, sifting, leaking, or otherwise escaping
therefrom, except that sand may be dropped for the
purpose of securing traction, or water or other substance
may be sprinkled on a roadway in cleaning or maintaining
the roadway, NO PERSON MAY TRANSPORT OR LOAD FOR
TRANSPORTING ANY LOOSE MATERIAL IN A MOTOR VEHICLE,
TRAILER, OR SEMITRAILER, ON OR OVER THE PUBLIC ROADS,
STREETS OR HIGHWAYS OF THIS STATE IN VIOLATION OF ANY OF
THE REQUIREMENTS OF THIS SUBSECTION. "LOOSE MATERIAL"
INCLUDES DIRT, SAND, GRAVEL,, WOOD CHIPS, OR OTHER
MATERIAL CAPABLE OF BLOWING , FALLING, OR SPILLING FROM A
VEHICLE AS A RESULT OF MOVEMENT OR OF EXPOSURE TO AIR,
WIND CURRENTS, OR WEATHER,, BUT DOES NOT INCLUDE
AGRICULTURAL PRODUCTS IN THEIR NATURAL STATE. THE
ADMINISTRATOR, BY RULE AND REGULATION, MAY SPECIFY ANY
OTHER TYPES OF MATERIAL CAPABLE OF SPILLING OR BLOWING
FOR PURPOSES OF THIS SECTION.
(1) THE BED OF THE VEHICLE CARRYING A LOAD OF
LOOSE MATERIALS MUST BE COMPLETELY ENCLOSED ON BOTH SIDES
BY SIDEBOARDS OR SIDEPANELS, ON THE FRONT BY A BOARD OR
