SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning
The General Construction Loans of 1970, 1972 and 1973
FOR the purpose of waiving the provisions of Section 10
of Chapter 101 of the Acts of 1970, said section
relating to the time by which projects contained in
the General Construction Loan of 1970 must be placed
under contract, insofar as the provisions of said
section relate to an item contained in said Act for
the State Department of Juvenile Services, for
construction of a 30—bed Detention Center for
Montgomery County; to waive the provisions of
Section 10 of Chapter 179 of the Acts of 1972, said
section relating to the tine by which projects
contained in the General Construction Loan of 1972
oust be placed under contract, insofar as the
provisions of said section relate to an item
contained in said Act for the State Department of
Juvenile Services, to supplement the appropriation
for the "Construction of a 30—bed Detention Center
for Montgomery County" as shown on page 338 of the
Acts of 1970; to an item contained in said Act for
the Department of Forests and Parks, for
construction of a pedestrian bridge to span the
Western Maryland railway tracks and the C & O Canal,
Little Pool, Maryland; to an item contained in said
Act for the Department of Juvenile Services, for
equipment for a 30—bed Juvenile Detention Center in
Montgomery County; to an item contained in said Act
for Patuxent Institution, for construction of
extension to Vocational training building; to an
item contained in said Act for the Department of
Maryland State Police, for land acquisition and
preparation of preliminary plans and specifications
for Randallstown Barracks; to an item contained in
said Act for Morgan State College, for construction
of a Library—Fine Arts Plaza; and to an item
contained in said Act for Morgan State College, for
construction of Athletic Fields and completion of
