existing on July 1, 1973. No parish may be subdivided
into a new parish or added, in whole or in part, to an
existing parish unless approved by a majority vote of the
vestry [of] OR vestries of the parish or parishes
affected by the subdivision or addition.

If any corporation formed for the purposes mentioned
in § 332 of this article cannot agree with the owner or
owners of any land or water rights which the corporation
has power to acquire for the purpose of laying pipes or
constructing its work; or if the owner or owners of any
of them, be under age, or non compos mentis, or under any
other legal disability, or is absent from the county or
city in which the [the] property may lie when the land or
water rights are needed, the corporation may proceed to
condemn and acquire them in the manner provided for in
Title 12 of Article 21 of this Code.

(c) [A] WHENEVER A vacancy occurs in the membership
of any director elected by the members of the
corporation, through death, resignation, or otherwise,
the remaining directors shall elect a person to fill the
vacancy for the unexpired term. A vacancy occurring in
the term of the director appointed by the Governor, with
the advice of the Secretary of Licensing and Regulation,
shall be filled by the Governor with the advice of the
Secretary of Licensing and Regulation and for the
unexpired term. upon the expiration of the term of any
director, he shall continue as such until his successor
has been elected or appointed, and has qualified.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.
