1514                                        LAWS OF MARYLAND                       [Ch. 363

(P) IF ANY OF THE PROVISIONS OF THESE REGULATIONS
OR THE APPLICATION THEREOF TO ANY PERSON OR CIRCUMSTANCES
IS HELD INVALID, SUCH INVALIDITY SHALL NOT AFFECT OTHER
PROVISIONS OR APPLICATIONS OF THE REGULATIONS WHICH CAN
BE GIVEN EFFECT WITH THE INVALID PROVISION OR
APPLICATION, AND TO THIS END THE PROVISIONS OF THESE
REGULATIONS ARE DECLARED TO BE SEVERABLE.

TITLE 9. BALTIMORE-WASHINGTON INTERNATIONAL
AIRPORT

9-901.

THE PURPOSE OF THE GENERAL ASSEMBLY IN ENACTING THIS
TITLE IS TO RECOGNIZE THE IMPORTANCE OF
BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT, FORMERLY
FRIENDSHIP INTERNATIONAL AIRPORT, TO THE STATE OF
MARYLAND AND THE CITY OF BALTIMORE AND TO INDICATE THAT
THE BEST INTERESTS OF THE STATE AND CITY WILL BE ACHIEVED
BY INCLUDING BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT
AS AN INTEGRAL PART OF THE DEPARTMENT OF TRANSPORTATION.

9-902.

ALL PERSONS EMPLOYED BY THE FRIENDSHIP INTERNATIONAL
AIRPORT AUTHORITY AT FRIENDSHIP INTERNATIONAL AIRPORT NOW
BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT, AT THE TIME
OF THE TRANSFER OF TITLE TO THE LAND AND IMPROVEMENTS
COMPRISING FRIENDSHIP INTERNATIONAL AIRPORT AND WHO ARE
MEMBERS OF THE BALTIMORE CITY EMPLOYEES RETIREMENT SYSTEM
SHALL HAVE THE OPTION OF REMAINING IN THAT SYSTEM OR
TRANSFERRING TO THE STATE SYSTEM, UPON TERMS AND
CONDITIONS MUTUALLY ACCEPTABLE TO THE ADMINISTRATION AND
SAID SYSTEMS. THE EMPLOYER'S CONTRIBUTION FOR SUCH
PENSION COVERAGE SHALL BE PAID BY THE STATE AVIATION
ADMINISTRATION TO THE APPROPRIATE SYSTEM. HOWEVER, ANY
FULL-TIME EMPLOYEE FIRST EMPLOYED AFTER SAID TRANSFER OF
TITLE, AS A MEMBER OF THE AIRPORT FIRE-FIGHTING FORCE OR
THE AIRPORT POLICE FORCE SHALL BECOME MEMBERS OF THE
BALTIMORE CITY FIRE AND POLICE EMPLOYEES RETIREMENT
SYSTEM AND THE ADMINISTRATION SHALL REIMBURSE THE CITY
FOR THE EMPLOYER'S COST OF SUCH PENSION COVERAGE.

9-903.

ANY PUBLIC LOCAL LAW OR OTHER LAW TO THE CONTRARY
NOTWITHSTANDING, THE OPERATOR OF ANY TAXICAB DULY
AUTHORIZED AND LICENSED TO OPERATE IN A COUNTY OR
MUNICIPALITY IN THE STATE OF MARYLAND, WITHOUT BEING
REQUIRED TO OBTAIN AN ADDITIONAL PERMIT OR LICENSE FROM
ANY OTHER COUNTY OR POLITICAL SUBDIVISION:

(A) MAY TRANSPORT PASSENGERS TO
BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT FROM SUCH
