LIGHTS AT THE OWNER'S EXPENSE.

(D) (1) THE LEGISLATIVE BODY OF THE POLITICAL
SUBDIVISION, OR THE JOINT BOARD PROVIDED FOR IN
SUBSECTION (B) (3) OF THIS SECTION, SHALL PROVIDE FOR THE
MANNER IN WHICH THE BOUNDARIES OF AIRPORT ZONING
DISTRICTS AND AIRPORT ZONING REGULATIONS AND RESTRICTIONS
SHALL BE DETERMINED, ESTABLISHED, ADOPTED AND ENFORCED,
AND FROM TIME TO TIME AMENDED, REVISED, SUPPLEMENTED OR
CHANGED. NO BOUNDARY, REGULATION OR RESTRICTION SHALL
BECOME EFFECTIVE UNTIL AFTER A PUBLIC HEARING, AT WHICH
PARTIES IN INTEREST AND CITIZENS SHALL HAVE AN
OPPORTUNITY TO BE HEARD. AT LEAST 15 DAYS' NOTICE OF THE
TIME AND PLACE OF SUCH HEARING SHALL BE PUBLISHED IN AN
OFFICIAL PAPER, OR A PAPER OF GENERAL CIRCULATION, IN THE
POLITICAL SUBDIVISION OR SUBDIVISIONS IN WHICH THE
AIRPORT IS OR IS TO BE LOCATED AND, IN CASE OF THE CHANGE
OF ANY BOUNDARY OR BOUNDARIES OF ANY ZONING DISTRICT, A
SIMILAR NOTICE SHALL BE POSTED AT THE PLACE OR PLACES AS
THE RESPECTIVE ZONING AUTHORITIES SHALL DESIGNATE WITHIN
THE DISTRICT PROPOSED TO BE CHANGED.

(2)      ALL BOUNDARIES, REGULATIONS AND
RESTRICTIONS MAY, FROM TIME TO TIME, BE AMENDED,
SUPPLEMENTED, CHANGED, MODIFIED OR REPEALED. IN CASE,
HOWEVER, OF A PROTEST AGAINST SUCH CHANGE, SIGNED BY THE
OWNERS OF TWENTY PERCENT (20%) OR MORE OF THE AREA OF THE
LOTS INCLUDED IN THE PROPOSED CHANGE, THE AMENDMENT SHALL
NOT BECOME EFFECTIVE EXCEPT BY THE FAVORABLE VOTE OF TWO
THIRDS OF ALL THE MEMBERS OF THE LEGISLATIVE BODY OF THE
POLITICAL SUBDIVISION OR THE JOINT BOARD PROVIDED FOR IN
SUBSECTION (B) (3) OF THIS SECTION. THE PROVISIONS OF
SUBPARAGRAPH (1) OF THIS SUBSECTION RELATIVE TO PUBLIC
HEARINGS AND OFFICIAL NOTICE SHALL APPLY EQUALLY TO ALL
CHANGES OR AMENDMENTS.

(3)    IN ORDER TO AVAIL ITSELF OF THE POWERS
CONFERRED BY THIS [[SUBTITLE]] SECTION . THE LEGISLATIVE
BODY OF THE POLITICAL SUBDIVISION OR THE JOINT BOARD
SHALL APPOINT A COMMISSION, TO BE KNOWN AS THE AIRPORT
ZONING COMMISSION, TO RECOMMEND THE BOUNDARIES OF THE
VARIOUS ORIGINAL DISTRICTS AND APPROPRIATE REGULATIONS TO
BE ENFORCED. THE COMMISSION SHALL HAKE A PRELIMINARY
REPORT AND HOLD PUBLIC HEARINGS ON IT BEFORE SUBMITTING
ITS FINAL REPORT, AND THE LEGISLATIVE BODY OR JOINT BOARD
SHALL NOT HOLD ITS PUBLIC HEARINGS OR TAKE ACTION UNTIL
IT HAS RECEIVED THE FINAL REPORT OF THE COMMISSION.
WHERE A BOARD OF ZONING APPEALS ALREADY EXISTS, IT MAY BE
APPOINTED AS THE ZONING COMMISSION.

(4)   THE LEGISLATIVE BODY OF ANY POLITICAL
SUBDIVISION ADOPTING AIRPORT ZONING REGULATIONS UNDER
THIS SUBTITLE MAY DELEGATE THE DUTY OF ADMINISTERING AND
ENFORCING THE RULES AND REGULATIONS TO ANY ADMINISTRATIVE
