(d) [Except for permits issued under the  authority

of subsections (b) and (c) of this section, no]   NO motor

carrier permit to operate upon the streets of   Baltimore
City shall be for more than one year.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning

Environmental Trust Fund — Environmental Surcharge

FOR the purpose of making the environmental surcharge per
kilowatt hour of electric energy generated in the
State a direct obligation of the electric companies;
permitting the surcharge, to the extent it is not
collected from the companies1 customers, to be
computed and allowed as a cost of generation for
rate—making purposes; conforming certain language in
the Public Service Commission Law relating to the
surcharge to the corresponding language in the
Natural Resources Article; and generally relating to
the Environmental Trust Fund and the environmental
surcharge per kilowatt hour of electric energy
generated in the State.
