Article 52A — Juvenile Services
The Governor, upon the recommendation of the
Secretary of Health and Mental Hygiene, shall appoint the
Director of the State Department of Juvenile Services,
who shall be the chief administrative officer of the
Department. The Director shall be a competent person
having adequate training and broad, practical experience
in administration and in dealing with institutions and
court services for the care, custody and treatment of
children in need of such services. He shall be appointed
by the Governor from a list of from three to five
nominees proposed to the Governor and to the Secretary of
Health and Mental Hygiene by the State Commisssioner of
Personnel, after they have taken a qualifying examination
prepared for the position. Every Director of the State
Department of Juvenile Services shall be appointed and
shall hold his position according to the provisions of
Article 64A of this Code. He shall be paid for his
services such compensation as may be provided from time
to time in the budget. The Director shall devote his
full time to the duties of his office. THE DIRECTOR
SHALL APPOINT, SUBJECT TO THE APPROVAL OF THE SECRETARY,
A DEPUTY DIRECTOR WHO SHALL RECEIVE SUCH SALARY AS MAY BE
PROVIDED FOR IN THE BUDGET.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning
Mental Retardation — Public Facilities
FOR the purpose of transferring the Victor Cullen School
from the jurisdiction of the Department of Juvenile
Services to the Mental Retardation Administration as
a public facility; correcting certain punctuation;
adding Holly center (formerly known as the Salisbury
Mental Retardation Center) and Victor Cullen Center
(formerly known as the Victor Cullen School) to
those public facilities maintained under the
jurisdiction of the Administration; deleting certain
unnecessary language relating to such public
