BY THE GOVERNOR WITH THE ADVICE AND CONSENT OF THE SENATE
AND THE HOUSE OF DELEGATES. OF THE ELEVEN MEMBERS
APPOINTED, THERE SHALL BE ONE MEMBER [[REPRESENTING
AGRICULTURE]] WHO IS ACTIVELY ENGAGED IN FARMING,__AND
THERE SHALL BE ONE MEMBER RESIDING IN ONE OF EACH OF THE
FOLLOWING TEN REGIONS OF THE STATE: (1) BALTIMORE__CITY;
(2) BALTIMORE COUNTY; (3)__ANNE ARUNDEL COUNTY; (4) PRINCE
GEORGE'S COUNTY; (5) MONTGOMERY COUNTY; (6) ALLEGANY,
FREDERICK, GARRETT,' AND WASHINGTON COUNTIES; (7) CALVERT,
ST. MARY'S, AND CHARLES COUNTIES; (3) CAROLINE, CECIL,
KENT, QUEEN ANNE'S, AND TALBOT COUNTIES; (9) DORCHESTER,
SOMERSET, WICOMICO, AND WORCESTER COUNTIES; AND (10)
HARFORD, CARROLL, AND HOWARD COUNTIES. THE GOVERNOR, IN
MAKING THE APPOINTMENTS, SHALL TAKE INTO___CONSIDERATION
THE REPRESENTATION OF THE VARIOUS LOCAL GOVERNMENTS AND
COMMUNITIES, AND BUSINESS, ECONOMIC, ENVIRONMENTAL AND
CONSERVATION INTERESTS IN THE STATE.
(B) THE MEMBERS OF THE BOARD SHALL BE APPOINTED ON
OR BEFORE JANUARY 1, 1975. OF THE INITIAL APPOINTMENTS
MADE, TWO SHALL BE FOR A TERM OF ONE YEAR, [[TWO]] THREE
SHALL BE FOR A TERM OF TWO YEARS, [[TWO]] THREE SHALL BE
FOR A TERM OF THREE YEARS, AND THE REMAINING THREE SHALL
BE FOR A TERM OF FOUR YEARS. THEREAFTER, ALL
APPOINTMENTS SHALL BE FOR A TERM OF FOUR YEARS. ANY
VACANCY ON THE BOARD SHALL BE FILLED FOR THE REMAINDER OF
THE UNEXPIRED TERM ACCORDING TO THE APPOINTMENT
PROCEDURES ESTABLISHED IN THIS SUBSECTION. THE CHAIRMAN
SHALL BE DESIGNATED BY THE GOVERNOR. MEMBERS MAY BE
REAPPOINTED PURSUANT TO THE PROCEDURES ESTABLISHED IN
THIS SUBSECTION. THE GOVERNOR MAY REMOVE MEMBERS ONLY
FOR CAUSE.
(C) MEMBERS SHALL BE COMPENSATED AS PROVIDED BY
THE BUDGET. THE BOARD SHALL MEET AT LEAST MONTHLY, AND
AT ANY OTHER TIME AT THE CALL OF THE CHAIRMAN OR A
MAJORITY OF THE MEMBERSHIP IN ORDER TO CONDUCT THE
BUSINESS OF THE BOARD.
(D) THE BOARD [[,]] MAY EMPLOY A DIRECTOR APPROVED
BY THE GOVERNOR TO SERVE AT ITS PLEASURE, AND MAY EMPLOY
OTHER STAFF AND CONSULTANTS AS PROVIDED IN THE BUDGET.
THE DIRECTOR SHALL DEVOTE HIS ENTIRE TIME TO THE DUTIES
OF HIS OFFICE, AND MAY MOT HOLD ANY OTHER POSITION OR
OCCUPATION, OR ENGAGE IN ANY OTHER BUSINESS WHICH WOULD
INTERFERE WITH FULL ATTENTION TO THE WORK OF HIS OFFICE,
OR WHICH WOULD BE INCONSISTENT OR APPEAR TO BE
INCONSISTENT WITH HIS DUTIES AND RESPONSIBILITIES AS
DIRECTOR OF THE BOARD. THE DIRECTOR AND OTHER STAFF
SHALL HAVE THE SALARY PROVIDED IN THE BUDGET. THE
DIRECTOR AND OTHER STAFF ARE EMPLOYEES OF THE BOARD AND
NOT THE DEPARTMENT.
(E) THE MEMBERS OF THE BOARD AND THE DIRECTOR ARE
