FOR the purpose of requiring the local subdivisions to

determine and__designate recommended areas of

critical State concern as part of the comprehensive
plans submitted to the Secretary of State Planning,
requiring the Secretary to include as part of the
State development plan the determination and
designation of areas of critical State concern based
upon the recommendations of the local subdivisions,
providing for the establishment of guidelines for
areas which may be of critical State concern,
authorizing the Department of State Planning to

intervene as a party and to have the rights of a

party in__certain administrative and judicial

proceedings under certain circumstances, making
certain style changes, and relating generally to
State and local planning.
