ENERGY CONSERVATION MEASURES WHICH INVOLVE LITTLE
OR NO CHANGE IN OUR LIFE STYLES WILL BE IMPLEMENTED
BEFORE ANY ENVIRONMENTAL STANDARDS ARE RELAXED;
AND IN ANY EVENT NO ENVIRONMENTAL STANDARDS MAY BE
RELAXED WITHOUT ADEQUATE PUBLIC NOTICE AND PUBLIC
HEARINGS;"
