ORDER

By Senator Snyder:

ORDERED BY THE SENATE OF MARYLAND, That for the Special
Session of November 9, 1973, the Senate, with one exception, adopts the
Rules of the Senate in force as at the end of the Regular Session of 1973.

The exception is that all introductory bills or resolutions, whether
Senate Bills, House Bills or Resolutions, shall be initiatlly referred to
the Senate Committee on Rules.

ANNOUNCEMENT BY THE PRESIDENT

The Secretary of the Senate is Oden Bowie, pursuant to the provisions
of Section 80 of the Rules of the Senate of Maryland.

The Journal Clerk of the Senate is W. Gary Gray, pursuant to the
provisions of Section 83 of the Rules of the Senate of Maryland.

ANNOUNCEMENT BY THE PRESIDENT

The President .announces that all committees will consist of the same
membership as the regular 1973 Session, except that Senator John C.
Miller will assume the committee assignments formerly held by Senator
Robert E. Bauman.

The Chief Clerk of the House of Delegates appeared and delivered the
following message.

MESSAGE TO THE SENATE

November 9, 1973.
By the Majority Leader:
Ladies and Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's proclamation, has
met in Special Session and having organized by the election of the Honor-
able John Hanson Briscoe, Speaker and, under the Rules of the House,
Mr. James P. Mause, Chief Clerk is now ready to proceed with the business
of the session.
