PROCLAMATION
By the Governor of Maryland

Convening the General Assembly of Maryland in

Extraordinary Session at Annapolis, Maryland

Friday, November 9, 1973, 12:00 Noon

Pursuant to the powers vested in me, as Governor, by Article II, Section
16, of the Constitution of Maryland, I, Marvin Mandel, Governor of the
State of Maryland, do hereby proclaim and convene a Special and Extra-
ordinary Session of the General Assembly of Maryland to commence at
12:00 Noon on Friday, November 9, 1973, in the State Capitol in the
City of Annapolis.

GIVEN Under My Hand and The Great Seal of the State of Maryland,
in the City of Annapolis, this 23rd Day of October at 11:00 A.M., One
Thousand Nine Hundred Seventy-three.

ELECTION OF PRESIDING OFFICER

The first order of business was the election of a temporary presiding
officer.

The Honorable James A. Pine nominated the Honorable Mary L. Nock
temporary presiding officer, which nomination was seconded by the Honor-
able James F. Clark. There being no further nominations, the Honorable
Mary L. Nock was unanimously elected temporary presiding officer, by
those present.

The Honorable J. Joseph Curran and the Honorable James A. Pine
were appointed to escort the President Pro Tem to the Chair.

The Secretary of the Senate then administered the oath of office to the
President Pro Tem.

The next order of business was the election of a permanent presiding
officer. This election was presided over by the President Pro Tem of the
Senate.

The Honorable Steny Hoyer, seconded by the Honorable Roy N. Staten,
nominated the Honorable William S. James for President.

On motion of the Honorable William L. Hodges, seconded by the Honor-
able Charles Smelser, the nominations were closed.

The roll was then called, which resulted in the following:
