in numerals at least one inch in height. As enacted, however, the bill
would require the numerals to be at least two inches in height.

I have been informed by the Department of Natural Resources that it
would be impossible to obtain two inch numerals before next fall. Hunting
licenses are scheduled to go on sale July 1. The Department of Natural
Resources has further informed me that it can obtain one inch numerals
and that, accordingly, it has promulgated Wildlife Regulations No. 08.
03. 01.45 which could require licensed hunters to display on their
outer garments a tag bearing their license number in numerals at least
one inch in height.

Because Wildlife Regulation No. 08.03.01.45, which will become effective
July 1, will accomplish the same basic purpose as House Bill 584 without
delaying the sale of hunting licenses, I have, at the request of the Depart-
ment of Natural Resources, decided to veto House Bill 584.

Byrnes:

An Act to repeal and re-enact, with amendments, Section 127 of
Article 66C of the Annotated Code of Maryland (1970 Replacement Volume
and 1972 Supplement), title "Natural Resources," subtitle "Birds, Game and
Fish," subheading "Hunter's License," to require hunters, except those
hunting wild waterfowl, to display a tag bearing their hunting license
number in figures at least [[one inch]] two inches in height fastened on
their outer garments in such a manner that the figures are visible at all
times while they are hunting.

Shall the bill pass notwithstanding the objections of the Executive?
