Additionally, the Attorney General has advised me, in an opinion which
is to be considered a part of this message, that the portion of House Bill 424
repealing subsection (d) and (e) of Section 6G of Article 33A of
the Annotated Code of Maryland is inoperative.

Because Senate Bill 431 accomplishes the same basic purpose as House
Bill 424 and because a portion of this bill is inoperative, I have decided
to veto House Bill 424.

House Bill No. 424—By Delegate Kircher:

An Act to add new Section 4-204 to Article 21 of the Annotated Code of
Maryland (1972 interim Supplement), [[title]] "Real Property," [[sub-
title]] title "Requisites of Valid Instruments," to follow immediately after
Section 4-203 thereof; to repeal and re-enact, with amendments, Section 7-
108 of the same Article, title, [[Code, and title, subtitle]] "Mortgages,
Deeds of Trust and Vendor's Liens," to repeal Sections 6G (d) and 6G (e) of
Article 33A of the Code (1972 Supplement), title "Eminent Domain",
clarifying the law of real property as to acceptable forms of acknowledg-
ment and as to incorporation of documents by reference, and validating
certain instruments, and repealing Sections enacted in Article 21.

Shall the bill pass notwithstanding the objections of the Executive?
