double payments for these facilities. Moreover, these payments would
serve to provide extra benefits to two counties at the expense of the rest of
the State, which I believe to be unfair.

For these reasons, I have decided to veto House Bill 399.

House Bill No. 399—By the Montgomery County Delegation and the
Prince George's County Delegation:

An Act to repeal and re-enact, with amendments, Section 6-4(a) of the
Washington Suburban Sanitary District Code (1969 Edition, as amended),
being Section 83-82 (a) of the Code of Public Local Laws of Prince George's
County (1963 Edition), and Section 71-31 (a) of the Montgomery County
Code (1965 Edition), being Articles 17 and 16, respectively, of the Code of
Public Local Laws of Maryland, titled "Prince George's County" and
"Montgomery County," subtitled "Washington Suburban Sanitary Dis-
trict," to authorize the Commission to charge special rates for water
and/or sewer service provided to buildings located within the Sanitary
District owned by Federal, state and other agencies that are exempt from
front foot benefit charges, and to accomplish minor editorial corrections.

Shall the bill pass notwithstanding the objections of the Executive?
The Speaker announced the veto was sustained.
