"Alcoholic Beverages," subtitle "Hours and Days for Sale," and to repeal
[[Sections 101 and 103A]] Section 101 of said Code, title and subtitle,
and to enact new [[Sections 101 and 103A]] Section 101 in lieu thereof,
to stand in the place of the [[sections]] section repealed; to provide
that in Kent [[and Queen Anne's Counties,]] County the Board of License
Commissioners are authorized to set the hours and days for sale of alco-
holic beverages and to correct language.
Shall the bill pass notwithstanding the objections of the Executive ?

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed House Bill 5.
This bill amends Sections 17-101 of Article 66˝ of the Annotated Code
of Maryland to increase the penalty for driving while ability is impaired.
Senate Bill 1046, which was enacted by the General Assembly and signed
by me on May 7, 1973, accomplishes the same purposes as House Bill 5.
Senate Bill 1046 also modified several other of the penalties contained
in the same Sections 17-101, which modifications would not be given
effect were I to sign House Bill 5.
Because of the inconsistency between the two bills, and because the
enactment of Senate Bill 1046 renders House Bill 5 unnecessary, I have
decided to veto House Bill 5.
