By Senators Finney and Lapides from the floor:
Amendment No. 14—

On line 2 of subparagraph A of Section 28-5 of Committee Amendment
No. 9 strike "ONE", strike all of lines 3 and 4, and the words "HOUSE
OF DELEGATES." on line 5, and insert in lieu thereof "APPOINTED BY
THE GOVERNOR, ONE OF WHOM SHALL BE A MEMBER OF THE
MINORITY PARTY."; and on line 10 after "PROMPTLY" strike the re-
mainder of the line, strike all of line 11 and line 12 up to and including
"FILLED"; on line 27 delete ", THE PRESIDENT, AND THE SPEAK-
ER".
