This revision does not change the meaning
of the present language. The declaration
of policy in §4-102 provides that the
subtitle regulates only livestock. Sec.
4-101(s) defines an establishment where
inspection takes place as an "official
establishment". A provision requiring an
article to bear information required by the
rules and regulations of the department is
added to indicate to the Code user that the
rules and regulations also must be complied
with.
Subsection (b) presently appears as Art.
66C, §470H(b) of the Code. The present
reference to "animal" is proposed for
deletion because it is encompassed within
the word "article". The prevision setting
forth the legislative intent of this
subsection is proposed for deletion because
the declaration of legislative intent in
§4—102 applies to the entire subtitle.
The only other changes made are in style.
SEC. 4-113. ENTRY OF ARTICLE INTO INSPECTED
ESTABLISHMENTS; PRODUCTS PREPARED WITHOUT SUPERVISION.
(A) ADMISSION OF INSPECTED CARCASSES OR MEAT
FOOD PRODUCTS ONLY.
NO LIVESTOCK CARCASS, PART OF IT, MEAT, OR MEAT
FOOD PRODUCT MAY BE ADMITTED INTO ANY OFFICIAL
ESTABLISHMENT UNLESS IT HAS BEEN PREPARED ONLY UNDER
INSPECTION PURSUANT TO THIS SUBTITLE OR THE FEDERAL
MEAT INSPECTION ACT OR IMPORTED IN COMPLIANCE WITH THE
FEDERAL ACT.
(E) ENTRY OF ARTICLE INTO INSPECTED
ESTABLISHMENTS.
THE SECRETARY BY RULE OR REGULATION MAY PRESCRIBE
THE CONDITIONS UNDER WHICH ANY CARCASS, PART OF IT,
ANY MEAT FOOD PRODUCT, MEAT, WILDLIFE, AND ANY OTHER
MATERIAL IS ALLOWED TO ENTER ANY OFFICIAL
ESTABLISHMENT TO ASSURE THAT THESE ARTICLES ENTER
INSPECTED ESTABLISHMENTS PURSUANT TO THE PROVISIONS OF
THIS SUBTITLE.
