University of Maryland who may act if the
State Board of Agriculture is not in
session. These references are proposed for
deletion below as obsolete; this section
vests this emergency power in the Secretary
since all duties and powers are vested in
him.

Subsection (c) is new language derived from
Art. 66C, §447 of the Code.

The only other changes made are in style.
SEC. 3-102. QUARANTINE BY THE GOVERNOR.

IF THE SECRETARY PRESENTS FACTS TO THE GOVERNOR
SHOWING THE EXISTENCE OF ANY CONTAGIOUS OR INFECTIOUS
DISEASE AMONG DOMESTIC ANIMALS OF ANOTHER STATE, THE
GOVERNOR, BY PROCLAMATION, MAY DECLARE ANY STATE OR
ANY GEOGRAPHICAL AREA OF IT, IN QUARANTINE. DURING
THE QUARANTINE NO PERSON MAY BRING INTO THE STATE FROM
A QUARANTINED AREA ANY ANIMAL OF THE KIND SO INFECTED.

REVISOR'S NOTE: This section presently appears as
Art. 66C, §414 of the Code. The reference
to "territory or district" is proposed for
deletion because it is included within the
definition of "any state" in §1-101 (i).

The reference to the "State Board of
Agriculture" is proposed for deletion
because Ch. 342, Acts of 1972, abolished
the State Board of Agriculture. A
reference to the Secretary is substituted
since the ultimate responsibility for the
administration of this act is vested in
him.

The reference to "company or corporation"
is proposed for deletion because it
duplicates the definition of "person" set
forth in §1-101 (f). The last clause is
proposed for deletion in light of the
uniform penalty provision of this Article.

The only other changes made are in style.

SEC. 3-103. SECRETARY MAY COOPERATE WITH FEDERAL
AUTHORITIES; APPOINT ASSISTANTS IN EVENT OF AN
EPIDEMIC.
