ILLNESS.

(E)   THE COMMISSIONER, AFTER CONSULTATION WITH OTHER
APPROPRIATE DEPARTMENTS OR AGENCIES, SHALL CONDUCT
RESEARCH, EXPERIMENTS AND DEMONSTRATIONS RELATING TO
OCCUPATIONAL SAFETY AND HEALTH, AND RELATING TO
INNOVATIVE METHODS, TECHNIQUES, AND APPROACHES FOR
DEALING WITH OCCUPATIONAL SAFETY AND HEALTH PROBLEMS.

(F)     THE COMMISSIONER ON THE BASIS OF RESEARCH,
DEMONSTRATIONS, AND EXPERIMENTS, AND ANY OTHER
INFORMATION AVAILABLE TO HIM, SHALL DEVELOP CRITERIA
DEALING WITH TOXIC MATERIALS AND HARMFUL PHYSICAL
AGENTS AND SUBSTANCES WHICH WILL DESCRIBE EXPOSURE
LEVELS THAT ARE SAFE FOR VARIOUS PERIODS OF EMPLOYMENT,
INCLUDING BUT NOT LIMITED TO THE EXPOSURE LEVELS AT
WHICH NO EMPLOYEE WILL SUFFER IMPAIRED HEALTH OR
FUNCTIONAL CAPACITIES OR DIMINISHED LIFE EXPECTANCY AS
A RESULT OF HIS WORK EXPERIENCE.

(G)   THE COMMISSIONER SHALL DEVELOP AND MAINTAIN AN
EFFECTIVE PROGRAM OF COLLECTION, COMPILATION, AND
ANALYSIS OF OCCUPATIONAL SAFETY AND HEALTH STATISTICS.
THE COMMISSIONER SHALL COMPILE ACCURATE STATISTICS ON
WORK INJURIES AND ILLNESSES WHICH SHALL INCLUDE ALL
DISABLING, SERIOUS OR SIGNIFICANT ILLNESSES AND INJURIES,
WHETHER OR NOT INVOLVING LOSS OF TIME FROM WORK, OTHER
THAN MINOR INJURIES REQUIRING ANY FIRST AID TREATMENT
AND WHICH DO NOT INVOLVE MEDICAL TREATMENT, LOSS OF
CONSCIOUSNESS, RESTRICTION OF WORK OR MOTION, OR
TRANSFER TO ANOTHER JOB.

(H) THE COMMISSIONER IS AUTHORIZED TO ACCEPT AND USE,
WITH THE CONSENT OF SUCH AGENCY OR AGENCIES, THE
SERVICES, FACILITIES AND EMPLOYEES OF ANY AGENCIES OF THE
STATE OR POLITICAL SUBDIVISIONS THEREOF, WITH OR WITHOUT
REIMBURSEMENT IN ORDER TO ASSIST HIM IN CARRYING OUT
HIS FUNCTIONS UNDER THIS SUBTITLE.

(I) THE COMMISSIONER IS AUTHORIZED AND EMPOWERED, IN
HIS DISCRETION, TO DELEGATE TO ANY OTHER DEPARTMENT OR
AGENCY OF THE STATE, OR ANY COUNTY, CITY OR POLITICAL
SUBDIVISION OF THE STATE ANY OF THE POWERS FOR
INSPECTION HAND ENFORCEMENT]] PROVIDED FOR UNDER THIS
SUBTITLE, SUBJECT TO AGREEMENT OR AGREEMENTS IN WRITING
MADE BETWEEN SUCH DEPARTMENT, AGENCY OR AGENCIES AND
THE COMMISSIONER RELATIVE TO THE PROCEDURES TO BE
FOLLOWED IN THE INSPECTION [[AND ENFORCEMENT]] UNDER
THE SUBTITLE AND WHICH SHALL PROVIDE THAT THE
COMMISSIONER SHALL HAVE THE RIGHT AT ANY TIME TO
REVOKE SUCH AGREEMENT OR AGREEMENTS AND THE RIGHT TO
MONITOR SAID INSPECTION [[AND ENFORCEMENT]] POWERS
DELEGATED TO SAID DEPARTMENT, AGENCY OR AGENCIES.

31. OCCUPATIONAL SAFETY AND HEALTH BOARD.

(A) THERE IS CREATED AN OCCUPATIONAL SAFETY AND
HEALTH ADVISORY BOARD (HEREINAFTER REFERRED TO AS "THE
