CHAPTER 451

AN ACT to repeal Section 4 of Article 23A of the Annotated Code of Maryland
(1966 Replacement Volume), title "Corporations - Municipal," subtitle "In
General," concerning the counties which are exempt from certain provisions
thereof.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 4 of Article 23A of the Annotated Code of Maryland
(1966 Replacement Volume), title "Corporations - Municipal," subtitle "In
General," be and it is hereby repealed as follows:
[4. Counties Exempt.
None of the provisions of Sections 1, 2 and 3 of this article shall be construed
to apply to Worcester, Kent, Caroline, Allegany, Washington, Calvert, Wicomico,
Dorchester, Somerset, Baltimore, Anne Arundel, Cecil, Charles, Frederick, Prince
George's, and St. Mary's counties, said counties being hereby expressly exempt
from the provisions thereof except that the provisions of Sections 1, 2 and 3 shall
apply to that area of Prince George's County within the corporate limits of the
City of Takoma Park.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 37(a) of Article 77 of
the Annotated Code of Maryland (1969 Replacement Volume and 1972
Supplement), title "Public Education," subtitle "Chapter 4. County Boards of
Education," to provide the Carroll County Board of Education members with
travel and other expense funds for use incident to their duties and to correct
word omissions therein.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 37(a) of Article 77 of the Annotated Code of
Maryland (1969 Replacement Volume and 1972 Supplement), title "Public
Education," subtitle "Chapter 4. County Boards of Education," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
