The Sheriff shall appoint, subject to the provisions of [§] SECTIONS 63A to
63-I of the Allegany County Code (1955 Edition), subtitle "Classified Service",
five (5) or more deputies at an annual salary of not less than $3,300 each: one of
said deputies shall be assigned to the Sheriff to attend the Circuit Court for
Allegany County sitting as a Juvenile Court to execute his process, orders and
directions, and when not so engaged, to perform such other duties as the Sheriff
may require.
Deputy sheriffs are entitled to free meals while on duty, in addition to the
salaries provided for in this subsection.
The Sheriff if authorized by the County Commissioners, may employ a
clerk-bookkeeper from and after July 1, 1959, pursuant to the provisions of said
subtitle "Classified Service", and at a salary as agreed upon by the Sheriff and the
County Commissioners. The clerk-bookkeeper shall perform such duties as may be
assigned by the Sheriff, including the preparation of all reports from the Sheriffs
office for submission to the grand jury and the County Commissioners.
(x) In Baltimore City, the Sheriff shall receive an annual salary of $20,000,
provided, however, that if the maximum annual salary received by the clerks of
each of the law and criminal and equity courts of Baltimore City is less than
$20,000, the Sheriff shall receive said maximum amount. He shall appoint an
undersheriff and chief deputy sheriff, two supervisory deputy sheriffs, one deputy
sheriff writ clerk and four assistant deputy sheriff writ clerks, one stenographer
and docket clerk, two clerks, and fifty-one deputy sheriffs. Salaries for the
above-named employees shall be as determined by the Secretary of Personnel. Any
deputy sheriff who uses his personal automobile shall be entitled to a monthly
automobile allowance at the same rate as paid to other State employees. Any
Sheriff who is assigned a city-owned automobile shall not receive the monthly
automobile expense allotment. They shall also receive such assistants at such
compensation as shall be provided for in the annual ordinance of estimates of
Baltimore City. Provision shall also be made in said ordinance for the expenses of
the office of the Sheriff, including the purchase and maintenance of motor vehicles,
and the mayor and city council shall have the same power with respect to the
salaries of the office of the Sheriff as it has under the city charter with respect to
the salaries of all municipal departments. Employees of the Sheriffs office,
excepting the Sheriff, shall be selected according to the provisions of [§9D]
SECTION 9E of Article 64A of this Code.
The mayor and city council shall pay monthly to the Sheriff of Baltimore City
one twelfth of the amount provided in the ordinance of estimates for the expenses
of the Sheriffs office. Within thirty days after June 30th in each and every year
the Sheriff of Baltimore City shall pay to the mayor and city council of Baltimore
any of the unexpended expense funds advanced during the year preceding said June
30th, and render a detailed account to the mayor and city council of Baltimore of
all expense funds received and expended by him. The mayor and city council of
Baltimore shall reimburse the State of Maryland for the administrative costs
incurred due to the employees of the Sheriffs office of Baltimore City being
classified employees of the State of Maryland.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.
