CHAPTER 431

AN ACT to repeal and re-enact, with amendments. Sections 4(q) and 7(e) of
Article 33B of the Annotated Code of Maryland (1971 Replacement Volume
and 1972 Supplement), title "Environmental Service," to correct certain errors
in the laws relating to the Maryland Environmental Service.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 4(q) and 7(e) of Article 33 B of the Annotated Code
of Maryland (1971 Replacement Volume and 1972 Supplement), title
"Environmental Service," is hereby repealed and re-enacted, with amendments, to
read as follows:

(q) To make directly, or through the hiring of consultants, any plans, surveys,
investigations, and studies relating to water supply, liquid and solid wastes
transportation, purification, disposal techniques, and management methods or the
effects of these techniques and methods, for the purpose [or] OF improving or
evaluating the effectiveness or economy of its services and operations; the Service
may charge in part or in whole the costs of the investigations and studies against
one or more service districts or may include them in part or in whole in its general
operating expenses, depending on the expected applicability of the studies and
investigations; and the Service may supplement grants or other aids received from
the federal government or from other sources to assist in carrying out the purposes
of this article;

(e) All contracts for projects shall be reviewed at least biennially by the Service
and by the other contracting party, provided that a contract may be reviewed upon
the request of either party at any time for the purpose [or] OF renegotiating rates,
fees, or other charges exacted by the Service.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 432
(Senate Bill 767)
AN ACT to add new Section 12F(c-l) to Article 81 of the Annotated Code of
Maryland ([[1969 Replacement Volume and]] 1972 Supplement), title
"Revenue and Taxes," subtitle "What Shall be Taxed and Where," to follow
immediately after Section 12F(c) thereof, to require Wicomico [[County]] and
Worcester Counties to allow a certain real property tax credit for persons who
are under 65 years of age and totally disabled under the Social Security Act or
Railroad Retirement Act , and to provide for the manner of determining this
credit.
