(d)  The Board shall have the following duties and responsibilities:

(1)   After appointment of all members, the Board shall organize and elect a
chairman, vice-chairman, and secretary of the Board from among Board members.
Thereafter, officers shall be elected annually in the month of July.

(2)  The Board shall adopt bylaws and rules of procedure which may reasonably
be necessary for the proper performance of its duties arid regulation of its
proceedings, including the establishment of necessary examination fees. The Board
shall adopt an official seal, which shall be affixed to each certificate issued.

(3)  The Board shall meet at least once annually, and shall hold other meetings
as deemed necessary to carry out the provisions of this subtitle.

(4)  The Board shall issue certificates of registration to applicants who have been
found qualified as registered [,] sanitarians or sanitarians-in-training. Each
certificate of registration shall bear the designation "registered sanitarian" or
"sanitarian-in-training," and shall further bear the name of the certificate holder,
date of issue, serial number, seal, and signature of the Board.

(5)   Four (4) members shall constitute a quorum, and special meetings of the
Board shall be called by the secretary of the Board upon written request of any
two (2) Board members, or upon a written petition signed by ten (10) registered
sanitarians, OR WHEN DIRECTED TO MEET BY THE. SECRETARY OF
HEALTH AND MENTAL HYGIENE.

(6)  Members shall not receive compensation for serving on the Board, but shall
be reimbursed for all necessary expenses incurred in carrying out the provisions of
this subtitle.

(7)  The secretary of the Board shall receive and account for all fees provided in
this subtitle. These fees shall be paid over to the Treasurer and shall become
general funds of the State. Such moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in accordance with Sections
32 and 52 of Article 3 of the Constitution or pursuant to the provisions of Sections
1 through 15, inclusive, of Article 15A of this Code, title "Budget and
Procurement," as amended from time to time. The secretary shall review and pay
all necessary expenses of the Board and shall be bonded in accordance with
Sections 46 through 50 of Article 78A of this Code.

(8)  The Board may employ the employees necessary to carry out the provisions
of this subtitle.

(9)  The Board shall review every application for registration which is submitted
with the prescribed fee, and may waive the written or oral examinations, or both,
on any application received prior to July 1, 1970.

SECTION. 2. AND BE IT FURTHER ENACTED, That Section 206(e) of
Article 41 of the said Code (1971 Replacement Volume), title
"Governor--Executive and Administrative Departments," subtitle "The
Department of Health and Mental Hygiene," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

206.

(e)     The following departments, agencies, commissions, boards and councils
shall be included within the Department of Health and Mental Hygiene: The State
Department of Health, the State Department of Mental Hygiene, the Department
of Postmortem Examiners, the State Department of Juvenile Services, the State
