Board of Dental Examiners, the Comprehensive Health Planning Agency, the
Commission on Physical Fitness, the Board of Medical Examiners for the State of
Maryland, the Commission on Medical Discipline of Maryland, [[the State Board
of Veterinary Medical Examiners,]] the Anatomy Board of Maryland, the
Maryland Board of Pharmacy, the State Board of Examiners of Nurses, the State
Board of Funeral Directors and Embalmers of Maryland, the Board of Examiners
of Optometry for the State of Maryland, the Board of Osteopathic Examiners for
the State of Maryland, the Board of Podiatry Examiners for the State of
Maryland, the State Board of Chiropractic Examiners, the Advisory Board on
Hospital Licensing, the Advisory Council on Hospital Construction, the State
Board of Physical Therapy Examiners, the State Board of Examiners of
Psychologists, the Radiation Control Advisory Board, the Air Quality Control
Advisory Council, THE BOARD OF SANITARIAN REGISTRATION and such
other departments, agencies, commissions, boards, councils or units as may
hereafter by law be deemed to be part of the Department of Health and Mental
Hygiene. The Secretary of Health and Mental Hygiene shall have such authority
and powers over the departments and other units herein enumerated as are or shall
be from time to time specifically granted by law. All authority and powers not so
granted to the Secretary are reserved to the departments or_ other units free of the
Secretary's control.

SECTION [[2]] 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1973.

CHAPTER 421

(Senate Bill 634)

AN ACT to repeal and re-enact, with amendments, Sections 3-7, 27-2(a), and
27-2(a-l) of Article 33 of the Annotated Code of Maryland, (1971 Replacement
Volume and 1972 Supplement), title "Election Code," subtitles "Registration of
Voters - General Provisions" and "Absentee Voting," to provide for absentee
ballot application deadlines for certain voters, to provide for qualified voters
confined in or restricted to institutions to register or re-register by casting his
absentee ballot and providing the procedure, conditions and limitations for
making application for ballot.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 3-7, 27-2(a), and 27-2(a-l) of Article 33 of the
Annotated Code of Maryland, (1971 Replacement Volume and 1972 Supplement),
title "Election Code," subtitles "Registration of Voters - General Provisions" and
"Absentee Voting," be and they are hereby repealed and re-enacted, with
amendments, to read as follows:

(a) Any qualified voter whose physical disability confines him to a hospital or
causes him to be confined to bed and permanently prevents him from being present
to register or reregister at the office of any board or with any board of registry,
shall be allowed to register or reregister by casting his absentee ballot.
