payment of contributions by local governments in case of election to join the
State System; and clarifying the wording of this section.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 22A of Article 73B of the Annotated Code of
Maryland ([[1970 Replacement Volume and]] 1972 Supplement), title
"Pensions," subtitle "Employees of Municipal Corporations," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
22A.
On and after July 1, 1972, masters in chancery who are OR HAVE BEEN
appointed in any county OR BALTIMORE CITY by the Circuit Court for [[the
county, AND ON AND AFTER JULY 1, 1973, MASTERS IN CHANCERY
WHO ARE APPOINTED IN BALTIMORE CITY BY THE CIRCUIT
COURT FORM THAT JURISDICTION, and WHO serve on a full-time basis
as masters, shall be eligible at their election for membership in a retirement system
wholly or partially maintained at the expense of a municipal corporation or in the
[[Employee's]] EMPLOYEES' Retirement System of the State of Maryland. No
masters shall be included in the State Employees' Retirement System without the
approval of the legislative body of the municipal corporation for which he is
appointed. The municipal corporation shall pay the [contributions] EMPLOYER
COSTS required to be paid [[by the State]] on behalf of such masters as if they
were State employees.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal Section 204 of Article 77 of the Annotated Code of Maryland
(1972 Supplement), title "Public Education," subtitle "Teachers' Retirement
System," repealing the provision in the Teachers' Retirement System law which
extends to both sexes a certain special monthly life allowance, and providing
that this Act shall not be applied retroactively.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 204 of Article 77 of the Annotated Code of
Maryland (1972 Supplement), title "Public Education," subtitle "Teachers'
Retirement System," be and it is hereby repealed:
204.
[The surviving spouse of any former public school teacher who was a member
of the Teachers' Retirement System at the time of his or her death and who
rendered thirty years of service as a teacher, and who prior to July 1, 1962, died
while on leave of absence for illness shall receive a special allowance in the amount
of one hundred dollars ($100.00) per month. In order to be entitled to such special
allowance, the surviving spouse must have been married to the former teacher for a
period of not less than three years prior to his or her death. A surviving spouse
who is entitled to a special allowance under the provisions of this section shall be
