educational activities or otherwise, either in connection with a bona fide
agricultural fair, exhibit or activity, as determined by the Board, or in connection
with one State fair each year, as designated by the Board. The Board shall, subject
to approval of the Secretary of Agriculture, from time to time, promulgate rules
and regulations to govern the conduct, qualifications and requirements of
agricultural fairs, exhibits or activities to which allocations or distributions may be
made as provided in this section, and no such agricultural fair, exhibit, or activity
shall be entitled to receive any financial assistance from the Board, unless it has
met all of the qualifications and requirements as set forth in such rules and
regulations. The decision of the Board, after approval by the Secretary of
Agriculture, -shall be final with respect to all questions relating to whether any
agricultural fair, exhibit or activity shall be entitled to financial assistance under
the provisions of this section.

It shall be the duty of [the] The Secretary of Agriculture to promote and
encourage the drainage of agricultural lands in the State, to correlate activities of
the local drainage organizations in the State and to cooperate with State and
federal agencies in the interest of a permanent program of improved drainage. The
Secretary shall have the powers necessary to accomplish the purposes herein set
forth.

Any person violating any provisions of this subheading or wilfully interfering
with the Secretary or his duly authorized agent in the performance of [its] HIS
duties, is guilty of a misdemeanor and shall, upon conviction, be fined not less than
$5.00 nor more than $50.00 for the first offense, and not less than $50.00 nor more
than $100.00 for the second offense, and not less than $250.00 for each subsequent
offense.

(p) Any person violating any of the provisions of this section shall be deemed
guilty of a misdemeanor and upon conviction before any court of competent
jurisdiction of this State shall be fined not less than twenty-five dollars ($25.00)
nor more than fifty dollars ($50.00) for each and every offense and may be
sentenced to thirty (30) days in jail, either or both at the discretion of the court,
and in addition to said fine and imprisonment shall be fined five dollars ($5.00) for
each fur or [pet] PELT or wild quadruped in possession in violating of the law.
All such illegal furs, pelts or wild quadrupeds found in the possession of any
person in this State shall be confiscated by the officer making the arrest and be
delivered to the Director who may dispose of same as he may deem advisable for
the best interest of the State.

(f) If federal funds are provided on any acquisition and/or development project
cost, the State shall provide fifty percent (50%) of the difference between the total
project cost and the federal contribution. Subject to the limitation that the total
State funds, when added to all other available funds, shall not exceed one hundred
percent (100%) of a project's cost, the minimum State contribution to a project
shall be twenty-five percent (25%). If the federal funds are less than fifty
PERCENT (50%) of the total project cost, the State shall provide an amount
equal to the difference between the federal contribution and seventy-five percent
(75%) of the total project cost.
