or Howard County, city, or town taxes, as the case may be, provided for under
this subsection, shall be overdue and in arrears, and they shall bear interest at the
rate of [one half] TWO-THIRDS of one percent [(1/2%)] (2/3%) for each month
or fraction thereof until paid. Montgomery County, Howard County, and any city
or town, may provide for collection of a penalty for failure to make payment on or
before January 1 or on or before thirty days after the bill for the taxes has been
mailed or made available, whichever is the later date; but such penalty must have
been fixed prior to October 1 by enactment of the governing body concerned.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 974)

AN ACT to repeal and re-enact, with amendments, Sections 54, 63, 64, 78, 176(p),
357F(f), 399, 468, 473(b), 708(b), 716 and 756(b) of Article 66C of the
Annotated Code of Maryland (1970 Replacement Volume and 1972
Supplement), title "Natural Resources," subtitles, respectively, "Agriculture",
"Birds, Game and Fish", "Forests and Parks", "Livestock", "Maryland
Commercial Fertilizer Law of 1963", "Oysters and Clams", and "Shore
Erosion Control"; correcting errors in the laws relating generally to natural
resources.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 54, 63, 64, 78, 176(p), 357F(f), 399, 468, 473(b),
708(b), 716 and 756(b) of Article 66C of the Annotated Code of Maryland (1970
Replacement Volume and 1972 Supplement), title "Natural Resources," subtitles,
respectively, "Agriculture", "Birds, Game and Fish", "Forests and Parks",
"Livestock", "Maryland Commercial Fertilizer Law of 1963", "Oysters and
Clams", and "Shore Erosion Control" be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

54.

The Secretary of Agriculture is empowered to call upon all sheriffs, deputy
sheriffs, constables, policemen and other officers of the City of Baltimore, or of
any county, for information and assistance to carry out and enforce the provisions
of his rules and regulations and it shall be the duty of all such named officers to
obey and observe all orders and [institutions] INSTRUCTIONS which they may
receive from said Secretary for the enforcement of all the provisions of this article
within their respective jurisdictions, and they shall be paid as for the performance
of similar duties under existing laws.

63.

It shall be the function of the Board to encourage and foster agriculture in this
State through promotion and assistance of (agriculture] AGRICULTURAL fairs,
exhibits, or other activities. For this purpose, the Board, subject to approval of the
Secretary of Agriculture, shall have sole and complete control of the distribution of
and expenditure of all funds allocated to it by the provisions of §§ 15 and 22 of
Article 78B of this Code, for the payment of premium awards, promotional and
